Peng Lou

Research Associate

Peng Lou, PhD. is a Research Associate in the Department of Civil and Environmental Engineering at Rutgers, the State University of New Jersey, and associate director for research of the Rutgers Infrastructure Monitoring and Evaluation Group at Rutgers University. He has been extensively involved in various projects for NJDOT under the Bridge Resource Program (BRP) to develop in-depth expertise in structural evaluation and load rating through AASHTOWare Bridge Design and Rating (BrR) and the risk assessment throughout the AASHTOWare Bridge Management (BrM). 

Lou also helps on the development of maintenance strategies for the state’s asset management and the state’s Bridge Design Manual. His PhD dissertation is related to the “Impact of Freight on Infrastructure” which quantified the economic impact of freight on bridges and pavement. The work includes the following aspects: 1) reliability-based structural evaluation, 2) structural deterioration models, 3) probabilistic fatigue evaluation of bridges, 4) life-cycle cost analysis. 

He has worked on various research projects sponsored by various agencies such as the Mineta National Transit Research Consortium (MNTRC), New Jersey Turnpike Authority (NJTA), and NJDOT. He is the Co-Principal Investigator of the project with NYCDOT, “Monitoring and Control of Overweight Trucks for Smart Mobility and Safety of Freight Operations”, under the C2SMART center.
